TESDA-certified caregivers hold a National Certificate II from TESDA and are regulated under RA 11965 (Caregivers' Welfare Act); caregiver onboarding opens in an upcoming phase. These are legally distinct categories — caregivers are not health professionals and do not perform clinical procedures.
